SBA Overview

With over 33 years of Federal experience – 30 with the (SBA), CaSandra served as an Advanced Contracting Officer’s Representative, where she played a critical role in ensuring that contractors met commitments while overseeing complex and mission critical contracts within the agency. She was also a Senior Level Project Manager and Subject Matter Expert (SME) for SBA’s contracting programs. She provides trainings nationwide on SBA’s contracting programs, including on 8(a) application and annual update eligibility requirements, marketing to Federal agencies, and reporting requirements for SBA’s programs. She also trains SBA Business Opportunity Specialists (BOS) and Contracting Officers on SBA’s regulations; including identifying opportunities for small businesses.
CaSandra was responsible for leading, planning, coordinating and evaluating and managing staff with a portfolio of over 135 certified firms in the 8(a) Business Development Program. She also served as the Primary Liaison for the HUBZone Program where she ensured that efficient and effective assistance was provided to small businesses seeking federal contracting opportunities. As the Women’s Business Owner Representative (WBOR), she was responsible for providing oversight on the outreach efforts of three (3) Women’s Business Centers in North Carolina.

CaSandra had a regular column with Pride Magazine, the largest African-American publication in the Charlotte metropolitan area where she covered topics that benefited small businesses.

She has a Master’s Certification in Acquisition and Contracting through the Department of Defense’s Defense Acquisition University and is a Senior Level Contracting Officer’s Representative (COR).

CaSandra is married with a daughter and serves on the Business Merchants, Discipleship and Women’s ministries at Cascade United Methodist Church (Atlanta, GA).
